Shopping center banks on Latinos

Targeted marketing helped plaza sew up major retailers quickly

Valley shopping centers are experiencing the brunt of the recession, as those feeling the economy's pinch curb their spending to make ends meet. But at least one Southeast Valley shopping center is banking on a recent national trend to help ensure the new venture's success: target Latinos. Unlike some other Valley shopping centers, which have noted the exodus of retailers, Mesa Ranch Plaza is filling up quickly and is set to open in May.

Diversified Partners developers believe the 20-acre, $25 million center at the northwestern corner of Stapley Drive and Southern Avenue will answer the needs of Mesa's growing Hispanic population.

The East Valley city's Hispanic population grew by 70 percent from 2000-06, according to U.S. Census Bureau estimates, compared with a spurt of 20 percent between 1990 and 2000.

Further, a survey conducted last year by the Selig Center for Economic Growth at the University of Georgia estimated that in 2009, Hispanic consumers will represent 9 percent of all U.S. buying power, up from 5.2 percent in 1990. The report, "The Multicultural Economy," estimated Hispanic buying power at $923 billion last year.

It's no surprise, then, that shopping centers and even larger-scale malls throughout the nation - including ventures in Phoenix; Kansas City, Mo.; Tulsa, Okla.; and Salt Lake City - are targeting the nation's largest and fastest-growing minority group in an effort to combat sluggish sales.

New shopping center follows eastward shift of Mesa Hispanics

While shopping centers are becoming vacant in Mesa, one is filling up and is expected to attract Latino customers from East and West Mesa as well as Gilbert and other parts of the Southeast Valley.

Construction for the 20-acre Mesa Ranch Plaza, a $25 million shopping center at the northwest corner of Stapley Drive and Southern Avenue will be complete in two weeks, its developers say.

The stylish center developed by Diversified Partners will answer the needs of a growing Hispanic population in Mesa that is expanding toward the eastern part of the city. Mesa's Hispanic population grew by 70 percent from 2000-2006, according to U.S. Census Bureau estimates. In the previous decade, from 1990 - 2000, the Hispanic population grew by 20 percent.

A survey last year by the Selig Center for Economic Growth at the University of Georgia estimated that Hispanic consumers in 2009 will represent 9 percent of all U.S. buying power, up from 5.2 percent in 1990. The report, The Multicultural Economy, estimated Hispanic buying power was $923 billion last year.

Mesa officials hope to capture some of that economic power with two of the center's tenants. Pro's Ranch Market, a 65,000-square-foot Hispanic grocer, and La Curacao, a 100,000-square-foot electronic retailer, will be the center's two anchors. The Hispanic grocery chain and electronic store, both popular in the Hispanic community, will be the first in Mesa.

Another popular tenant is Pollo Campero, a Guatemalan-based fast-food chain known for its citrus-infused seasoned chicken. Other tenants include Anna's Linens, Gen-Ex clothing store and T-Mobile.

The tenants appear to following the migration of Latino customers as they move eastward. Traditionally, the Hispanic population has been concentrated in West Mesa, but city officials are beginning to notice a shift.

"I think a lot of the growth is in the central Broadway (Road) corridor going toward Gilbert Road and east," said Mesa City Council member Dennis Kavanaugh.

"There is no question about that. I think the percentage increase (in the Hispanic population) has been city wide and was most notable with the conversion of businesses along the Broadway," Kavanaugh said.

"If you are a successful business you are not going to ignore a target market that is a significant part of your community that does have a substantial buying power," he said.

"That's why were seeing the specialty stores targeting that market . . . I think the market investors in the market are recognizing the ready return from this target population." The Mesa Ranch Plaza is just one of the specialty businesses opening in the coming months.

Sunset Plaza at Southern Avenue and Country Club Drive will be home to a Julio César Chávez Campeones, a boxing themed restaurant and entertainment venue and an out-of-state grocery chain that markets to the Hispanic community.

Developer uses national contacts to get deals done

Names such as Westcor, Vestar Development Co. and De Rito Partners dominate the Valley's retail development scene. But underneath the radar, Walter Brown Jr. has been doing a pretty decent job of keeping pace with the biggies.

As founder and CEO of Scottsdale-based Diversified Partners, Brown has been building relationships with national retailers such as Best Buy, Wal-Mart, Payless Shoe Source and Sportsman's Warehouse, and translating those connections into power center developments throughout the Valley.

The development and brokerage company's projects include the Superstition Gateway East and West centers, Greenfield Gateway and Greenfield Plaza II, all in Mesa.

Other centers are completed, under construction or planned in Avondale, Buckeye, Queen Creek, Casa Grande, Apache Junction, Chandler, Phoenix, Gilbert, Surprise and other Arizona locales.

In all, Brown has leased, sold or developed 12 million square feet of retail space.

His entrepreneurial endeavors took off after he moved from California to Phoenix in May 1992.

"I had been a tenant representative for Terranomics in San Francisco. I represented clients like Converse tennis shoes and L.A. Fitness Centers," Brown said.

It was his rapport with L.A. Fitness that ushered a move to the Valley to launch that company's Arizona centers. Although Brown originally worked with a Tempe brokerage and development company, he set off on his own path about a year later, founding Diversified Partners.

"I bought a little office on Fifth Avenue in downtown Scottsdale. I lived and worked right there," he said.

Today, his company has more than 50 employees, and his ability to maintain strong relationships is evident among them as well.

"We have had zero turnover. Well, one person left and came back and said, 'What was I thinking?'" Brown said. "We have really never had anybody leave."

Most of his employees also are loyal to Brown's favorite charity, City of Hope, a research, treatment and education institution based in Duarte, Calif.

He's been involved with fundraising and volunteering with that group since he lost both of his parents to cancer.

Brown will be honored with the 2008 Spirit of Life Award at a City of Hope fundraiser March 7 at the Arizona Biltmore Resort & Spa. The Spirit of Life Award is City of Hope's most prestigious honor and recognizes outstanding philanthropic commitment.

Still, it's his 8-year-old son who earns his highest kudos.

"Wally Brown III is really the love of my life. I even take him with me to meetings if he isn't in school," Brown said.

Pappas kids will enjoy early holiday thanks to donors

Thanks to Walt Brown, Jr. and his co-workers, over 400 students from the Pappas School for the homeless in Phoenix will enjoy an early Christmas celebration Thursday.

Brown, a designated broker for Diversified Partners, said he was inspired to organize a gift drive after receiving an email from his friends Kari and Bob Kling stating the school had not received its usual amount of holiday donations.

"I took the email with me to work and everyone just said 'let's do it,'" Brown, a Scottsdale resident said. "It's a neat way for all of us at Diversified Partners to give back."

Brown and his co-workers collected about 150 trucks, dolls, games and other toys, and also purchased walkman CD players for the high school students. Brown said he then contacted Wal-Mart to see about purchasing 125 $25-gift cards for the remaining students.

Brown said he cannot wait to attend the party where he will help out as one of Santa's helpers. Brown said his 8-year-old son Wally, who has enjoyed looking through the piles of toys that are being stored at his home, is also looking forward to attending.

"Wally just said to me 'Dad, we don't want anyone to not have a Christmas present,'" Brown said. "I was just in tears and I put my arms up and said 'all right!'"

Customers will be pleased to see the expanded cosmetic sections in both Supercenters that feature a wide selection of cosmetics and toiletries. In addition, both Supercenters are fully equipped with nail and hair salons.

A drive-through pharmacy is another new feature in both Supercenters that include two drive-through lanes. This new store feature is designed to make the pharmacy more accessible and efficient for Wal-Mart customers.
